Where can I add product accessories?
We have 15k skus. Can I use CSV import suite to populate the mandatory and optional accessories? versus adding them product by product?

mandatory accessories are stored in post meta fields by their IDs. The post meta field key is “mandatory_accessory_ids”. Maybe you can import / create this new field. It will be saved as an array / object.

is it possible to add an amount for each madatory accessoire? So the madatroy accessoire will be inside the cart with the specific amount.

The amount of the product is the price that you set on product level.
Is it possible to have a range of mandatory accessories. For example to purchase the phone you must select one of the five available accessories?
You can add a range but all products get added to cart. User have to remove not neccessary items in the cart theirselves then.
Can i add mandatory/optional accessories to variations instead to product?
